From the Technical FAQ:
Q: I tried to install DecisionEdge for Microsoft Office Project but I get an error about the missing package "Microsoft .Net 2.0 Framework". What's going on?
A: DecisionEdge for Microsoft Office Project requires the Microsoft .Net 2.0 Framework. Since most computers already have this software installed, we do not include it in the standard installation package (to keep the initial download size smaller). However, if your machine does not yet have this component, you should download the full version of DecisionEdge for Microsoft Office Project

Note: As of August 2008, all downloads include the .NET framework - there's no need to download something else...
